A new order signed by Maj. Gen. Jeffrey Schloesser, commander of Combined Joint Task Force-101, has lifted a ban on sexual relations between unmarried men and women in the combat zone.

This is about interfacing with the local mores and customs. There's been sex in war zones ever since the first pseudo-man cracked another with a jawbone. IMO, because of the location and culture it would be advisable to make sure all nookie happens behind closed doors and away from the locals.
